Duma gets bill on sustainable work of Runet if cut from global net

MOSCOW, Dec 14 (PRIME) -- Senators Andrei Klishas and Lyudmila Bokova, and deputy Andrei Lugovoi submitted a bill to ensure sustainability of the Russian-speaking segment of the Internet, the Runet, if local connection operators are cut out from the global network, to the State Duma, the parliament’s lower, on Friday.

“The bill stipulates the following provisions…Infrastructure is created to safeguard work of Russian Internet resources in case of impossibility to link Russian connection operators to foreign root servers of the Internet,” an explanatory note read.

The document envisages other measures as well, including an option to minimize transfer of the data shared by Russian users between themselves to other countries and the necessity of holding regular training of state authorities, connection operators, and owners of technological networks to reveal threats and practice measures to restore operation of the Runet, among others.

The bill also stipulates cross-border connection lines and points of traffic exchange. Their owners and connection operators will have to arrange for centralized traffic control in case of emergency.

Sources of transferred traffic could be also identified by devices installed at connection networks.
